COMITÉ D’ORGANISATION DES MESURES D’URGENCE RÉGIONAL DE CHARLEVOIX-EST

Brief History
In the aftermath of the earthquake of November 25, 1988, the Charlevoix CLSC joined other organizations that were concerned by disaster situations and the need to respond to them in the best manner possible in the future.

The Comité d’organisation des mesures d’urgence régional (COMUR) de Charlevoix-Est was born as a result of that first step. In the beginning, its members were primarily the secretary-treasurers and emergency coordinators of the municipalities within the Regional County Municipality as well as representatives of Civil Protection, the Charlevoix CLSC, the Centre hospitalier Saint-Joseph-de-la-Malbaie, and the Charlevoix-Est Regional County Municipality.

The committee’s initial goals were to: :

bring municipalities to specifically appoint a coordinator to participate in the work of the COMUR;

obtain the support of each municipality in the preparation of a regional emergency measures plan;

keep municipal councils informed of emergency measures planning;

raise and maintain the commitment of the stakeholders to working at the establishment of an integrated regional emergency measures plan.

Given that the responsibility for preparing emergency measures plans falls on the municipalities, the COMUR presented the municipal councils and the Charlevoix-Est Regional County Municipality with its objectives in February 1990. On the 27th of that same month, the Council of Mayors ruled on the importance of combining the separate emergency measures plans of each municipality into one and gave its support to the COMUR in its efforts and actions.

Since 1990, the COMUR has worked at various initiatives including the establishment of a Centre de coordination des mesures d’urgence régional (Regional emergency measures coordination centre) in1998.


COMUR Operating Framework
Since its creation, the COMUR has broadened its membership (see members list below). Its secretarial functions are assumed by the Regional County Municipality. It has an executive committee that meets at least twice a year. A minimum of two general meetings are held every year to which all the stakeholders are convened. The chair of the COMUR is Mr. Robert Lapointe who is the Coordinator at the City of La Malbaie.

The COMUR was not a legal entity until March 1998. It received its letters patent on April 28, 1998 from the Inspecteur général des institutions financières, pursuant to the Québec Companies Act.

The COMUR is a regional coordination and support committee for municipalities that are working to improve and integrate emergency measures planning. From this broad objective ensue additional actions such as raising awareness, training, exchanges between members, tabling of recommendations to municipal councils and the Charlevoix-Est Regional Municipal County on matters relating to emergency measures.

CENTRE DE COORDINATION DES MESURES D’URGENCE REGIONAL (CCMUR) DE CHARLEVOIX-EST
In 1998, the COMUR inaugurated its Centre de coordination des mesures d’urgence régional (CCMUR) at the premises of the Charlevoix-Est Regional County Municipality on 172, boulevard Notre-Dame in Clermont (439-5888). Le CCMUR has an array of equipment at its disposal that can be used in the event of an emergency and is administered by a committee made up of a representative of the elected officials, a director of the Regional County Municipality, a representative from the public safety sector, a representative from the health sector and three coordinators respectively from Saint-Irénée, Saint-Siméon and Notre-Dame-des-Monts. The chair of the CCMUR management committee is Mr. Mathieu Jean, who is a councillor for the City of La Malbaie.
